This study was conducted to evaluate the implementation of Arts Council Malta’s Cultural Partnership Agreement (CPA)-forming part of the Malta Arts Fund.
It produced recommendations to inform the revision and updating of the guidelines and funding model.

The strategy was developed by members of the ARC Research & Consultancy team, led by Dr Samuel Mallia as Lead Researcher, with contributions from Elena Cardona, Davinia Galea, Elaine Falzon, Caldon Mercieca and Mireille Camilleri. International consultancy was provided by Cristina Farinha.
